John Kerry visits Iraq to build regional support against Islamic State

U.S. Secretary of State John Kerry visited Baghdad yesterday to meet Haider al-Abadi, the prime minister of the new Iraqi government. The visit came as Kerry toured seeking support in the region — military, political, and financial — against the Islamic State.File:Haidar Al-Abadi.jpg

Kerry and al-Abadi were to discuss international efforts to build a coalition, in a regional approach to the security issue posed by Islamic State militants in Iraq and Syria. The meeting came ahead of U.S. President Barack Obama’s televised address, to air later in the day in the U.S. and set to announce expanded military efforts to “degrade and ultimately destroy” the organisation.

They were to “discuss how the United States can increase its support to Iraq’s new government in our common effort to defeat Isil [Islamic State] and the threat it poses to Iraq, the region, and the world”, said State Department spokesperson Jen Psaki. The Shia Iraqi prime minister has, according to U.S. officials, promised to create regional national guards, avoiding security enforcement by the mostly Shia Iraqi army in Sunni regions. The policy, if enacted, would provide valuable employment in areas where Islamic State has recruited successfully following economic neglect during the eight years of Nouri al-Maliki’s government.

Following the Iraq visit Kerry is to visit Saudi Arabia as part of the broad U.S. strategy of regional resistance against the militants. President Obama has said the U.S. would not use ground combat troops, but some senior military figures have suggested Islamic State may not be stopped by air strikes alone — of which the U.S. have used 150 over the past month. The regional strategy to address the security crisis does not rely on the support of Congress. The U.S. administration has been urging representatives to approve $500m to support rebels in Syrian opposing Islamic State, but the legislation has been immobile since it was first proposed in May.

Woman fined in Spain under new ‘Gag Law’

A woman in Spain has been fined €800 after posting a photograph to her Facebook account of a police vehicle parked in space reserved for disabled/handicapped drivers. She was located and fined within two days of posting the photograph. The incident has now gained international attention.

The woman, who has not been named, saw the police vehicle parked in a reserved spot in Petrer and snapped a photo. She posted the photo with the caption: “Park where you bloody well please and you won’t even be fined.” ((es))Spanish Language: ?Aparcas donde te sale de los cojones y encima no te multan…

Fernando Portillo, a local police spokesperson, told local media the vehicle was parked there because police were responding to an emergency. After the story was reported on a local news website, it began to be reported internationally.

On July 1, the “Citizens’ Security law” went into effect. The law was written in response to violent protests. Even before its enactment it saw widespread criticism. Judge Joaquim Bosch, Judges for Democracy spokesperson, said: “It is not a law for citizens’ security, but a law for the government to avoid citizens’ protests. All opinion polls indicate that the Spanish society is not at all preoccupied by security but by the economic situation and political corruption.”

Amnesty International condemned the law in a report: “With threats of fines or threats of being beaten, the government is trying to stigmatize and criminalize people who are just practicing their rights.” Virginia Álvarez, who wrote the report, noted, “instead of listening to their demands, instead of starting a dialogue, authorities are doing everything they can to impede people from protesting”.

The part of the law which prohibits “the unauthorized use of images of police officers that might jeopardize their or their family’s safety” is cited as the reason for the fine, however, police spokesperson Fernando Portillo said it was up to police officers involved and under the new law they could do this. “We would have preferred a different solution but they have the legal right to impose the fine,” Portillo said, but the public posting of the photo impugned the officers’ sense of honor.

Suspected assassin of Turkish-Armenian journalist arrested

A suspect has been arrested in the case of Hrant Dink, the Turkish-Armenian journalist who was assassinated yesterday. Dink was known for writing about the controversial issue of Armenian genocide, the mass killings of Armenians by Turks under the rule of the Ottoman Empire.

Ogün Samast, a 17-year-old unemployed, high-school drop out from the city of Trabzon, was taken into custody by the Turkish police as the suspected assassin of Hrant Dink. The police also confiscated his gun, suspecting that it was used to kill Dink. Ahmet Samast, father of the suspected assassin, informed the authorities regarding the whereabouts of his son after seeing the assassin’s images on TV.

The Republic attorney general of Samsun stated that the suspect has confessed to committing his crime.

Fuel leak prompts 17,000-vehicle recall by Toyota

Toyota announced on Friday that it will recall around 17,000 Lexus vehicles in response to risks of the fuel tank in the cars leaking after a collision.

The Lexus HS 250h model was subjected to the recall following a US National Highway Traffic Safety Administration (NHTSA) investigation. Despite previously passing Toyota safety inspections, the conclusions of an NHTSA sub-contracted investigator were that; when the vehicles in question collided with an object at more than fifty-miles-per hour, more than 142 grams of fuel, the maximum allowed by US law, leaked from the crashed car.

According to Toyota, further tests did not show any additional failure of the fuel tank.

In response to the findings, Toyota issued a recall of all affected vehicles, since the company had no solution immediately available. The recall includes 13,000 cars already sold, as well as another 4,000 still at dealerships.

Toyota says it plans to conduct further tests to determine the cause of the leak. A Toyota spokesman, Brian Lyons, said that the company was “still working to determine what the root cause of the condition is.” It’s still unclear when exactly the recall will take place, or when dealerships will be allowed to sell this model again. Lyons said that Toyota is “working feverishly to get this resolved as soon as possible.”

Toyota isn’t aware of any accidents stemming from the leaking fuel tank in the affected vehicles, first introduced in the summer of 2009.

Evergrande real estate firm makes missed September bond payment, avoids default

China property giant Evergrande Group wired USD83.5 million in interest owed in an offshore bond from September 23 on Thursday, temporarily averting default, according to a Reuters source and Chinese newspaper The Securities Times.

The wire to a Citibank fiduciary account following a 30-day grace period came after assurances by various members of the Chinese government, Reuters reported. At a Beijing forum Wednesday, Chinese Vice Premier Liu He described the risks as controllable, and chairman of the China Securities Regulatory Commission Yi Huiman said that while authorities needed to curb excessive debt more broadly by “improv[ing] the effectiveness of the constraint mechanism on debt financing”, the matter would be dealt with properly.

Once China’s top real estate developer, Evergrande had accumulated approximately USD305 billion in liabilities, two per cent of the Chinese gross national product, after “dwindling resources” cut its value by 80%, according to Reuters. September data revealed Chinese home sales by value fell by nearly 17% year-on-year, according to The Guardian, and fears over its default led to a slowdown in China’s third quarter GDP growth to a year low of 4.9%. Two sale negotiations with rival developers Hopson Development and Yuexiu, valued at USD2.6 billion and USD1.7 billion, respectively, were suspended, reportedly due to a lack of consent by the government of Guangdong province currently overseeing Evergrande’s restructuring.

News of Evergrande’s remittance caused its shares to rise by as much as 7.8% this morning after a two-week pause in trading for the anticipated sale of 50.1% in Evergrande Property Services Group, and offering some reprieve for bondholders, according to Reuters. Portfolio manager at GaoTeng Global Asset Management James Wong, interviewed by The Guardian, called the news “a positive surprise”, adding “[i]f Evergrande pays this time, I don’t see why it won’t pay the next time.” Jun Rong Yeap for IG Asia pte., interviewed by Bloomberg, said the report “overturned” the narrative “that Evergrande will face difficulty in securing cash ahead”.

Further missed payments are due October 29 and November 11 after similar 30-day grace periods; including yesterday’s USD83.5 million, nearly USD280 million is owed to bondholders.

Stocks have been down for many major Chinese developers: Reuters Wednesday reported year-to-date stock prices fell 87.8% for Sinic Holdings, currently in Fitch Ratings’ ‘restricted default’ after failing to make an October 18 bond payment valued, according to The Guardian, at USD246 million; 80.2% for Evergrande itself; 78.3% for E-House, 58.5% for Fantasia Holdings and 54.6% for Kaisa Group, which defaulted in 2015 and had bonds reach record lows.

Estimates of the Chinese real estate market’s size range from 16 to 25% of the Chinese gross domestic product, according to The Guardian. Chinese President Xi Jinping’s aim to transform the country’s economy from one of debt-fuelled “inflated” growth to one of improved “quality and returns” included imposing regulations on developers that limited their capacity to borrow. A Guardian comment piece from economist George Magnus published on October 15 made reference to China’s “ghost cities” and “rampant credit creation” that has given rise to high vacancy rates and the “financialisaton of housing”.

CEO of GM outlines plan for “New GM” after auto company declared bankruptcy

In a New York press conference at 16:15 UTC, June 1st, Fritz Henderson, the Chief Executive Officer of General Motors, which filed for bankruptcy and Chapter 11 protection from its creditors earlier today, outlined a plan for what he called a “New GM”.

Speaking to the press under safe harbor provisions of U.S. law, Henderson described the events of today as a “defining moment” in the history of General Motors. Speaking to the public he said that “The GM that let you down is history,” and described a “New GM” that he expected to result from the bankruptcy process.

Henderson stated that he envisioned the bankruptcy process would take between 60 and 90 days. He stressed several times his view that the process would be one that is executed quickly, saying that not just a sense of urgency but “pure unadulterated speed” was his expectation of the process. He emphasized that “GM remains open for business” during the bankruptcy period, continuing to sell and to support its products, and that day one motions had been filed in the bankruptcy court in order to allow this.

Regarding the bankruptcy process he said, “We will do it right. And we will do it once.”

He stated that the plan for General Motors had the support of the United Auto Workers union, the Canadian Auto Workers union, the GM VEBA, and a majority of the unsecured bondholders of GM. He also mentioned that GM had already received €1.5 million in bridge financing from the German government.

In response to questions about the possibility of the United States federal government, a majority shareholder in the restructured company, dictating future product development and strategy, such as the sale of more fuel-efficient and green vehicles; he first observed that the federal government had already stated to him that it had “no real interest in running our business” and that he expected that still to be his job. Of the specific hypothetical scenario where the management of GM wants to make one type of car, because it thinks that it is the right thing for the business, and the U.S. government wants to make another type of car, he stated that “I don’t think it’s going to happen.” Expanding on that point he stated that he expected the “New GM” to focus upon “highly fuel-efficient and green technology”, and that operating both in accordance with U.S. environmental laws and in response to customer demand would naturally result in the New GM producing the types of vehicles that the U.S. government would encourage.

The “New GM” he also expected to focus on “four core brands”, and will size its dealership to match that. He stated that GM would offer a “deferred termination” package to dealers, to allow them to cease dealing in GM vehicles in a managed and gradual way.

He stated that the bankruptcy filings did not cover General Motors’ businesses in Latin America, Europe and the Middle East, and Asia and the Pacific. Of GM’s profitable ventures in China, specifically, he stated that they were “a critical part of the New GM”. In response to questions of whether the New GM would import cars from China to the U.S., he stated the formative company’s core principle that “We build where we sell” applied in both directions, with GM building in China to sell in China and building in the U.S. to sell in the U.S., stating that this shortened supply chains.

He declined to predict when the New GM would return to profitability, stating that the goal was rather to lower the break-even EBIT point for the company. He also declined to speculate upon when the U.S. government would sell its stake in the company, saying that that was a question “better addressed to the U.S. Treasury”, and merely saying that he expected it to be “years, not months” when the U.S. Treasury felt it would give “the right return for taxpayers.”
