England’s elderly face human rights breaches in home care system

Wednesday, November 23, 2011

A report published today by the Equality and Human Rights Commission (EHRC) finds that, in many cases, England’s home care system breaches the human rights of the elderly it is supposed to serve. The Close to home: older people and human rights in home care report is the result of a twelve-month investigation into care generally provided by local authorities.

Approximately half of those receiving home care, plus friends and family, providing evidence to the inquiry were satisfied with the quality of care provided. However, the report stresses that there are “systemic problems” arising from “a failure to apply a human rights approach to home care provision”. The report asserts that it is generally not the fault of individuals providing care, but serious problems exist as local authorities seem unaware of their obligations under the Human Rights Act and fail to commission, procure, and monitor care accordingly.

The report says articles two, three and eight of the European Convention on Human Rights are frequently being breached. These, respectively, cover an individual’s right to life, protection from inhumane and degrading treatment, and respect for dignity and personal independence. Criticisms include that care is not provided in a common-sense manner, and funding of care for the elderly is at lower levels than for younger people with similar problems and needs.

The EHRC’s investigation highlights a range of recurring complaints and attempts to identify the underlying causes; cost is repeatedly mentioned, with use of the private-sector leading to some local authorities offering a “one size fits all” service leaving many elderly feeling they are “a task to be undertaken” and have “little or no choice” as to help received, or when care workers visit. A failure to invest in care workers is noted, with significant responsibility and the wide range of skills required being rewarded with low pay and status; this, the report states, adversely impacts staff retention and, a high turnover of care workers can put the security of care recipients at-risk.

Within the wider investigation, a commissioned independent social report by The Arndale Centre conducted in-depth interviews with a cross-section of 40 elderly individuals receiving home care. As-stressed in the report, those selected were not on the basis of good, or bad, experiences with their – mainly local authority-provided – care. It highlights a widespread feeling amongst those interviewed that they are treated “like a number”, and that aspects of the care provided lead to, or fail to resolve, feelings of social isolation.

The Manchester-based Arndale Centre report concludes that, “[t]he general picture is of a wider home care system in which older people are noteffectively involved: which they do not understand, and which does not often make the extra effort required to involve them in ways tailored to their state of health and other needs”.

nobody to talk [to] face to face. Nobody will knock on that door,[…] a life of isolation.

A recurring theme in the responses of those interviewed is the social isolation that their home care is not adequately addressing. One male interviewee in his seventies who previously used a scooter to get about said in his interview, “I haven’t been out of the house now for about four weeks. I daren’t. The last time I went out on the scooter I hit the kerb and it frightened the living daylights out of me.” Another, an 85-year-old woman who lives alone, expressed sadness at her inability to do normal things, “I would love to go to town to do some shopping. I haven’t been to town for about two years… Wander round the town and have a cup of tea… I’d love that.”

The social isolation many elderly experience was summed up neatly by another woman in her eighties in her interview: “When you go now, I will maybe not talk to anybody till tomorrow; maybe the whole of tomorrow nobody to talk [to]… face to face. Nobody will knock on that door, that is it, a life of isolation.”

The EHRC, having commissioned this report in the face of funding changes and reform of the care system, intends to press for legislative changes to ensure those receiving care at home are given the same protections under the Human Rights Act as those in residential care. In the conclusions of their report they offer to work with, and support, local authorities in understanding and delivering care that respects peoples’ rights and dignity; and, recommend better guidance as to the choices available to the elderly, and their families, be made available.

Preschool Eats -What’s for Lunch?

by

Melissa Halas Liang

As a family nutritionist I often hear from friends, “What’s in your child’s lunch box?” For my preschool aged child, most days I use a bento box system. Somehow having the little containers lined up inside this box makes packing easier.

The system I use contains one large box with reusable containers that fit inside. It can then be carried in a thermal square shaped container of your choice. There’s NO phthalates, bisphenol A (BPA), or lead in the packaging. I suggest ordering a couple extra containers WITH lids. I often include dips, dressings, or yogurt and come up short on lids. You may also want to purchase re-usable sandwich baggies. Re-usable sandwich bags are great for foods like pepper slices, whole grain pretzels or whole wheat pita breads.

Here is one day’s sneak peek into my child’s recent lunch box:

– 3 Slices of Applegate Farms No nitrates Added- Uncured Turkey Salami. The ingredients are Turkey (with out antibiotics, growth promotants or animal by products) water, sodium lactate (from corn or beets), salt, garlic, beet powder, paprika and spices. The Turkey Salami by Applegate is a couple dollars less than the turkey. Because it’s nitrate free it goes bad fast! After opening it, I separate the package into 3 slice servings and wrap them individually in wax paper. Then, I put them back in its original plastic packaging and freeze. The day before while preparing lunch or dinner, I take out a serving and place it in the fridge. My daughter loves it!

– Organic red and yellow pepper slices and 3 little organic baby carrots. Set aside a few more for the next day’s snack.

– Kidney beans with her favorite low fat salad dressing. When my daughter was a baby, she wouldn’t eat beans, but that didn’t stop me from offering them to her. For months I put a few on her plate before she would try them. Now she requests them almost 7 days a week. Lentils or black beans with corn are other favorites. Remember, it can take several times for a child to like or even try a new food! Don’t get discouraged – keep offering the healthy item! Be sure to eat it too.

– Organic vanilla yogurt and a dash of cinnamon in the Bento box-itty bitty container. She calls this dessert.

– Tiny organic Fuji apple’so small it fits with the box closed.

– Reusable utensils.

Develop a system that works for you to stream line packing lunch for your child or children. Try packing lunch while prepping or cleaning up lunch or dinner the day before to make mornings less hectic. Once you get a few successful healthy lunches your child eats and an easy system in place you’ll find packing up a quick lunch a breeze. Check back for more tips on packing lunch for your child.

Microsoft Silverlight released into first test phase

Monday, April 30, 2007

Microsoft has finally released its long awaited “Silverlight” into Alpha Testing for the general public. “It’s the biggest challenge for Microsoft right now,” said Brent Thill, an analyst from Citigroup. This is the most direct threat to date, that Microsoft has posed to Adobe (makers of the popular Flash platform).

The creators of Silverlight have been promising a single plug-in which will work across all browsers and operating systems and will offer a rich video and interactive media experience which can be embedded within Web sites.

Microsoft has also promised to make some of the Silverlight technologies open source. This has been a popular decision among the computing industry, and has been a step away from the usual protection of their products.

While at MIX07, Microsoft also discussed its new package called Expression, which is set to be released in June, and will be an alternative to Adobe Creative Suite 3 (CS3).

Haunted attractions in Texas prepare for 2013 Halloween season

Thursday, September 12, 2013

With Halloween approaching, numerous haunted attractions all over Texas are preparing for the big “haunt” season. Directors and staff of such attractions must invest significant time preparing their buildings; such efforts gear up significantly during September. Wikinews caught up with some owners of these attractions to learn more about the hard work it takes to prepare for opening night.

Terror Nights, an attraction in Tyler, opens for the season on September 27. Ryan Laepple, owner and director of the haunt, states he’s currently involved in “a blur of safety inspections, auditions, actor training, and last but not least event advertising.” Laepple went on to say he stays “pretty busy until the show opens on the 27th and then things calm down some. As long as not too many things in the haunt break at once.” Dean Jarnig, the director of Zombie Manor in Arlington, said he and staff have recently been spraying flame-retardant chemicals and installing new lights. Jarnig also stated he and staff are working on a promotional video for their attraction, which opens on Friday September 13.

Hangman’s House of Horrors in Fort Worth is celebrating both its twenty fifth anniversary and final operational year. Some individuals who act in these attractions refer to their fellow actors as extended family. This year, some sources have even encouraged holiday job seekers to consider working at a haunted attraction to earn money. One whimsically listed the job’s benefits as “[…] free uniforms, a complimentary hair and makeup consultation and make-over, inspirational background music, plenty of on-the-job exercise opportunities and more.” Long a staple in American culture, “Haunted Houses”, as they’re commonly called, range in size from small garage-sized projects, up to multi floor buildings outfitted with the most elaborate of lighting and special effects.

2006 U.S. Congressional Elections

Wednesday, November 8, 2006

As of 10:00 p.m EST November 8, 2006, the Democratic Party is projected to have gained control of both the United States House of Representatives and the United States Senate in the 2006 United States general elections. MSNBC projects that the Democrats now control 234 seats in the House of Representatives, 16 more seats than the 218 needed to control the House of Representatives as all 435 seats were up for election. In the Senate, where the balance of power is closer, one-third of all seats were up for grab. As of 10:00 p.m. EST, AP and Reuters were projecting that the Democrats had picked up all six seats they needed to retake the Senate, including the seats of incumbents Rick Santorum (Penn.), Lincoln Chafee (R.I.), Jim Talent (Missouri), Mike DeWine (Ohio), John Tester (Montana), and Jim Webb (VA). The Tester victory by less than 3,000 votes was projected at approximately 2 p.m. EST after the State of Montana announced the results of overnight recounts. Democrat Jim Webb has prevailed in that race by slightly more than 7,000 votes, though his opponent has not conceded and a recount may still occur.

bookmark_borderServices Offered By A Cosmetic Dentist In Salinas

byphineasgray

There are many branches of dentistry. After graduating, a dentist can decide whether he or she wishes to focus primarily on medical issues in the mouth, or focus on improving the cosmetic appearance of the teeth. Over the past couple of decades, the field of cosmetic dentistry has grown by leaps and bounds. A cosmetic dentist in Salinas basically offers a variety of different services that are focused on improving the appearance of your teeth.

Orthodontic Braces

If you have crooked or misshapen teeth, your dentist will recommend putting on braces. There are two kinds of braces available today: metallic braces and invisible braces. Invisible braces work much quicker, and are also easier to manage. They are made out of a special kind of plastic.

Metallic braces are slightly cheaper, though they are more difficult to care for. For instance, you can’t take them off while eating, whereas invisible braces can easily be removed. The cosmetic dentist will begin by carrying out scans in order to see the size of the jawbone and the positioning of the teeth. In some cases, a surgery might be required and some teeth might be extracted in order to make way for proper positioning.

Teeth Whitening

Yellow teeth can ruin a person’s confidence drastically. It’s vitally important for you to brush at least twice a day in order to maintain a healthy set of gums. Smiling is a real problem for those who have yellowed teeth. When you go to a cosmetic dentist for teeth whitening, he or she will first begin by scaling and removing all deposits of tartar around the teeth. Once the tartar has been removed from the teeth, the dentist will next focus on bleaching and using whitening solutions to remove plaque and the yellowish layer from the teeth.

Nothing is more beautiful than a perfect smile. TLC Dentistry offer cosmetic treatments in Salinas, CA.

UK house prices have fallen 10.5% this year, says Nationwide Building Society

Thursday, August 28, 2008

After dropping 1.9% in July, house prices in the United Kingdom are now falling at the fastest rate since 1990, according to Nationwide Building Society.

The average price of a home has dropped by £20,000 down to £164,654, losing 10.5% of its value in 2008. Property values fell by 1.9% in the past month, and 1.5% in July. In another study, it was revealed that house prices have been steadily falling since October last year.

Nationwide’s chief economist, Fionnuala Earley said that activities in the housing market had recently been “very subdued”, although there are signs of increased interests in home sales, possibly due to the appeal of lower house prices.

The Bank of England stated there has been an increase in the number of people taking out a fixed rate mortgage as opposed to a variable rate loan. Further research by Nationwide has concluded that mortgage approvals also fell by 65% last month.

Commonwealth Bank of Australia CEO apologies for financial planning scandal

Thursday, July 3, 2014

Ian Narev, the CEO of the Commonwealth Bank of Australia, this morning “unreservedly” apologised to clients who lost money in a scandal involving the bank’s financial planning services arm.

Last week, a Senate enquiry found financial advisers from the Commonwealth Bank had made high-risk investments of clients’ money without the clients’ permission, resulting in hundreds of millions of dollars lost. The Senate enquiry called for a Royal Commission into the bank, and the Australian Securities and Investments Commission (ASIC).

Mr Narev stated the bank’s performance in providing financial advice was “unacceptable”, and the bank was launching a scheme to compensate clients who lost money due to the planners’ actions.

In a statement Mr Narev said, “Poor advice provided by some of our advisers between 2003 and 2012 caused financial loss and distress and I am truly sorry for that. […] There have been changes in management, structure and culture. We have also invested in new systems, implemented new processes, enhanced adviser supervision and improved training.”

An investigation by Fairfax Media instigated the Senate inquiry into the Commonwealth Bank’s financial planning division and ASIC.

Whistleblower Jeff Morris, who reported the misconduct of the bank to ASIC six years ago, said in an article for The Sydney Morning Herald that neither the bank nor ASIC should be in control of the compensation program.

Nigerian anti-corruption officials arrest former governor James Ibori

Friday, December 14, 2007

Nigerian police arrested former Delta State governor James Ibori Wednesday on charges of abuse of office, corruption, and money laundering.

According to a statement by Nigeria’s Economic and Financial Crimes Commission, Ibori was picked up at a private residence in the Asokoro District of Nigeria’s capital city, Abuja. Ibori was to be arraigned yesterday at the Federal High Court in Kaduna. He is facing a total of 103 charges.

James Ibori had been governor of Delta for the past eight years, until leaving office in May, 2007. Although he earned a modest US$25,000 per year as governor, he had reportedly accumulated more than $35 million in foreign accounts. Ibori’s UK assets have been frozen while the Metropolitan police investigate further. Should the money be deemed the proceeds of crime, it could be transferred back to the Nigerian government.

Nigerian President Umaru Yar’Adua was elected in May on a platform of battling corruption in the government. Since taking office, Yar’Adua has overseen the arrest of five other former governors on corruption offences. James Ibori had supported the president in his election bid.

Law enforcement officials and anti-corruption advocates in the UK and Nigeria have complained that the Nigerian attorney-general was interfering and slowing down investigations. The attorney-general, Michael Aondoakaa, has denied the allegations.

In a December, 2007 paper by the global corruption watchdog Transparency International, entitled Report on the Transparency International Global Corruption Barometer 2007, Nigeria was determined to have one of the highest rates of corruption, evaluated as a percentage of citizens reporting they paid a bribe to obtain a service.
