Man arrested after attempting to break into Prince Charles’s home

Police were called to the Highgrove House, the home belonging to Prince Charles and his wife Camilla, on Tuesday night after police received a call that there was an intruder on the property.

“He was detained within the grounds and did not gain access to any buildings,” said a spokesperson for the police, Tony Rymer.

A spokesperson for the estate refused to comment to the media calling it “a matter for the police” and that any comments on the intrusion should be given through them.

According to a Gloucester Police spokeswoman, a man from Bristol, England was arrested after wielding a pitchfork around the property. The name of the 55-year-old has not been released, but police charged him with trespassing. He was later released after posting bail.

Camilla and Charles, who were both present and sleeping on the estate at the time, were not injured.

Dozens dead after school collapses in Haiti

At least 50 people are dead, mostly children, and an unknown amount injured and trapped after a three-story school collapsed near the capital of Haiti, Port-au-Prince. So far, rescuers have rescued at least 75 people, who have been taken to a local hospital, some in serious condition. School was in session, which left dozens more trapped, and officials say the death toll is likely to climb. Five houses surrounding the school were also severely damaged or destroyed as a result of the collapse.

Reports say that the third-floor of the College La Promesse Evangelique in Pétionville, was under construction when the collapse happened, but it is not known if that was the cause. The collapse occurred at 10:00 a.m. local time.

“The whole school collapsed on the kids, and you know on the phone you can hear so many, so many children, you know, crying, crying. And saying, ‘This one is dead, that one is dead’,” said Michaele Gedeon, a worker with the Haitian Red Cross to CNN.

Gedeon also states that hundreds of people; rescue workers, bystanders, United States officials and United Nations peacekeepers along with the Red Cross were on scene sifting through the debris, using their hands and shovels, trying to find survivors.

“UN blue helmets are on the scene clearing rubble and trying to help people buried under the debris. If we can’t get rescue equipment in and out it’s going to be hard to help the people trapped in the building,” said a spokesman for the U.N. in Haiti, David Wimhurst.

At least 700 children attend the school, ranging from kindergarten to secondary grades, with the students’ ages ranging from 3 to 20-years-old.

The school is reported to have partially collapsed eight years ago, and residents living near it moved in fear that the rest of it would collapse on their homes. After the first collapse, the owner of the school attempted to buy the homes and properties surrounding the school.

Witnesses and residents fear that the school was improperly repaired after the first collapse. Police are investigating the two incidents to determine if criminal charges will be filed.

Dog laws strengthened in Virginia county

Amid publicity that arose from deaths and injuries due to dog attacks in the region, the Spotsylvania County Board of Supervisors voted unanimously to impose tougher penalties on dog owners who let their dogs run free. After a public hearing Tuesday evening, the board voted for a new animal control ordinance. Now dog owners who are repeat offenders face a misdemeanor crime of $2,500 or up to a year in jail.

Dogs that repeatedly chase cars and run free, or otherwise trespass on property, could be euthanized if so ordered by a judge. A dog that is “roaming, running or self-hunting off the property or premises of its owner or custodian and not under the immediate control of the owner or custodian or his agent,” meets the county’s legal definition of a dog running at large.

The mauling death of an elderly woman by 3 Pit Bulls in her front yard sparked a public debate on animal control. At the hearing, State Senator Edward Houke said he would raise dog law issues in the January meeting of the Virginia General Assembly. According to The Free Lance Star, Houke said, “It’s pretty obvious to me that the state law needs to be changed, but saying that and it happening, is two completely different phenomena. If there’s one thing you learn quickly it’s that you don’t bring dog bills to the Virginia General Assembly.”

The Sullivan daughters, who lost their mother in the mauling attack, circulated petitions in the county and also attended the hearing. Board chairman Robert Hagan noted the Sullivan family presence and thanked them for their efforts to prevent more tragedies.

Dungeons & Dragons co-creator Dave Arneson dies

Dave Arneson, co-creator of the first roleplaying game, Dungeons and Dragons, died on Tuesday of cancer, at the age of 61.

A close friend of Arneson, Bob Meyer, reported on April 5 that he had taken a turn for the worse and was admitted to a hospital. Family later confirmed that he was in a facility “where we can focus on keeping him comfortable.” Reported at that time, the doctor indicated that he had days to live.

The Academy of Adventure Gaming Arts and Design in 1984 inducted Arneson into their Hall of Fame. Pyramid Magazine in 1999 named him as one of The Millennium’s Most Influential Persons, “at least in the realm of adventure gaming”.

Arneson started out as a wargamer including naval games. He soon developed some for his personal use due to the major publishers’ slow release of games. With David Wesley and the other members of the Midwest Military Simulation Association, Arneson developed the basis of modern role-playing games with individual miniatures representing one person and having non-military objectives.

Arneson attended the University of Minnesota as a history student. He was a founder, along with Gary Gygax, of the Castle & Crusade Society as a medieval miniature chapter of the International Federation of Wargamers. With Gygax in 1972, he authored Don’t Give Up the Ship!, a naval wargame.

Arneson’s Blackmoor was the first role-playing game, a genre in which players describe their characters in thorough detail and can attempt almost any action the character plausibly could. Ernest Gary Gygax, then a close friend of Arneson, worked with him during 1972–73 to develop the extensive set of rules (in this case three volumes) that such a game requires. This became the first edition of Dungeons & Dragons. With his experience with David Wesley, Arneson tried it with fantasy miniatures free style calling his game, Blackmoor. He then latched on Gygax’s Chainmail miniature game and Fantasy supplement for resolution of battles. He showed Gygax what he was doing. Gygax got involved and started preparing a set of rules to supplement Chainmail. They shopped the game, Dungeons & Dragons, around to various gaming companies but got turned down. Gygax started a business partnership, Tactical Studies Rules, to publish the game in 1974. The game launched a whole new category in gaming.

Although not involved with rulebooks for later editions of D&D, Arneson did create adventure modules for later editions.

English court jails policeman over insurance fraud

A court in England, UK has jailed a policeman for ten months after he was convicted of defrauding his car insurance company.

Police Constable Simon Hood, 43, arranged for a friend who dealt in scrap metal to dispose of his Audi TT, then claimed it had been stolen.

Hood had been disappointed with the car’s value when he tried to sell it two years after its purchase in 2008. He arranged for friend Peter Marsh, 41, to drive the vehicle to his scrapyard in Great Yarmouth, Norfolk. Marsh then dismantled the vehicle with the intent of disposing of it, but parts were later found wrapped in bubblewrap at Ace Tyre and Exhaust Centre.

Marsh picked up the TT from outside nearby Gorleston police station. Records show mobile phone conversations between the conspirators that day in March, both before and after the vehicle was reported stolen. The pair denied wrongdoing but were convicted of conspiring to commit insurance fraud after trial.

The fraud was uncovered after Hood told former girlfriend Suzanne Coates of the scheme. It was alleged before Norwich Crown Court that he had confessed to her in an effort to resume their relationship. Coates said that after the pseudotheft, Hood told her “he didn’t want to look for it. He said it would be like looking for a needle in a haystack, which I thought was a bit strange.”

Shortly afterwards Hood suggested they should become a couple once more, she said; she challenged his version of events regarding the car: “He said he did it but I couldn’t tell anyone. He said he did it with Peter. Peter had a key and took the car away and it was going to be taken to bits and got rid of so it was never found.”

Hood was defended by Michael Clare and Marsh by Richard Potts. Both lawyers told the court that their clients had already suffered as a result of the action in mitigation before sentencing. Clare said Hood had resigned from the police after fifteen years of otherwise good service and risked losing his pension. “It is not a case where his position as a police officer was used in order to facilitate the fraud,” he pointed out. “His career is in ruins.” Hood is now pursuing a career in plumbing.

Potts defended Marsh by saying that he, too, had already suffered from his actions. His own insurers are refusing to renew their contract with him when it expires and his bank withdrew its overdraft facility. His business employs 21 people and Potts cited Marsh’s sponsorship of Great Yarmouth In Bloom as amongst evidence he supported his local community.

Judge Alasdair Darroch told Marsh that he did accept the man was attempting to help his friend. He sentenced Marsh to six months imprisonment, suspended for two years and ordered to carry out 250 hours of community service. He was more critical of Hood:

“As a police officer you know the highest possible standards are demanded by the public. You have let down the force. You knew throughout your career that policemen that get involved in serious dishonesty get sent to prison.”

Same-sex marriage allowed in Portugal

On May 17, 2010, the Portuguese President, Anibal Cavaco Silva, signed into law a bill that allows same-sex marriages, making the predominately Catholic Portugal the eighth country in the world where same-sex marriage is allowed country-wide. The law will become effective within a few days, after publication in the official gazette.

The new law removes the previous legal stipulation that marriage is between two people of different sexes. Gay rights activists note that the law does not include provisions for same-sex couple’s parental rights, including adoption, for which they say they will continue to fight.

In 1982, homosexuality was decriminalized in Portugal. In 2001, “civil unions” were granted to same-sex couples and provided certain legal, tax and property rights. However, the União de Facto limited a surviving partner’s ability to inherit his or her partner’s possessions or state pensions.

Portugal will become the sixth country in Europe to legalize same-sex marriages (after Belgium, Spain, Norway, the Netherlands and Sweden). Canada and South Africa also have legalized same-sex marriage.
