IRS goes after eBay sellers

San Jose, California — As the April 15 deadline for U.S. private citizens to file their 2004 income tax returns draws near, the government is reminding sellers on eBay that they may have to report any proceeds from sales on the auction site as taxable income.

This could be a surprise to some of the 135 million registered eBay users who consider trading on San Jose-based auction site to be a non-taxable hobby. Complicating matters, eBay says it doesn’t report individual sales figures to the government – users are responsible to report any profits on their own tax returns.

The amount of money traveling through eBay is big business. $33.8 billion worth of merchandise was sold on the site in 2004, up from $5.2 billion in 2000.

Although eBay pays taxes on its share of the sales (5.25 percent cut from each transaction as of Feb. 18), the IRS fears some small businesses are using the site to dodge tax responsibility. Adding to the confusion, some sellers may legally be a taxable business without realizing it.

The U.S. Internal Revenue Service has a nine-point checklist it uses to determine whether or not a money-making activity is legally a business, which means money made is taxable, or a simple hobby – where it is not taxable. The IRS can consider a person to be a legal “business” even though they never incorporated or claimed to be one.

According to Woodbury, New York-based accountant Bart Fooden in an Associated Press interview, the IRS looks for such things as evidence that the auction seller depends on the eBay sales income to pay for activities other than maintaining the hobby, acts in a businesslike manner when selling on auctions or puts enough time and effort into the eBay activities that there is an obvious intent to make a profit.

But Fooden said in the same interview casual users probably have nothing to worry about. Those cleaning out closets or the garage and selling off junk for less than the original price paid are not turning a profit, so that money is not considered income and is not taxable.

FBI to begin investigation into shooting of US Air Force MP

The United States Federal Bureau of Investigation (FBI) is currently investigating if a possible civil rights violation was committed by a sheriff’s deputy of the San Bernardino County after the shooting of an unarmed U.S. Air Force Security Force officer.

The military policeman, Senior Airman Elio Carrion, 21, was shot while on leave after serving a six month deployment in Iraq. The incident took place on Sunday, in Chino, California, after a short police chase. Carrion was the passenger of Luis Fernando Escobedo, 21, when police began chasing Escobedo’s blue Chevrolet Corvette for speeding. The car reached over speeds of 100 mph (160 km/h) during the short five minute chase.

After the chase ended in a crash near his house, Jose Luis Valdez began taping the accident aftermath. The grainy, low-quality videotape shows Carrion laying on the ground with the officer standing over him. The deputy appears to say, “Stay on the ground.” The deputy then seems to say “Get up” several times. Carrion then said, “I’m going to get up.” As Carrion begins to rise, the deputy fires three shots which hit Carrion in the chest, leg and side. After Carrion is hit he said, “I mean you no harm.” The deputy responded by shouting “Shut the fuck up” twice, and then “You don’t get up!” A neighbor is heard saying, “You told him to get up.” The video shot by Valdez was given to police, with a copy sold by him to television station KTLA.

Carrion is now in the hospital and in good condition.

Cindy Beavers, a spokesperson for the San Bernardino County Sheriff’s Department stated the deputy has been put on paid leave. Beavers also mentioned that Sheriff Gary Penrod had invited the FBI to join the investigation. The FBI released a statement confirming this.

Penrod issued a statement on Monday saying, “As with all investigations, the circumstances involved in this shooting will be reviewed, it would be inappropriate for me to make any additional comments until the investigation is completed.”

Experts say the video is open to interpretation.

Last week, in a similar but unrelated incident, a news helicopter caught footage of St. Louis, Missouri police officers using what appears to be excessive force on a suspect in detaining him.

Four new breeds in the Westminster Kennel Club Dog Show

This year, four breeds of dogs are competing for the first time in the Westminster Kennel Club Dog Show, at Madison Square Garden in New York City, United States.

The new breeds making their Westminister debuts this year, are the Plott, a hunting hound originally bred by two German immigrant brothers in North Carolina; the Tibetan Mastiff, once described by Marco Polo as “tall as a donkey with a voice as powerful as that of a lion.”; the Beauceron, a herding dog originally bred to herd flocks of sheep in France, later used to sniff out landmines and send messages during the World Wars; and the Swedish Vallhund, a breed dating back to the time of the Vikings, used on farms to catch vermin, herd cattle, and as a guard dog, noted for its double coat and harness markings.

This brings the number of unique breeds competing in the famous dog show to 169.

The Plott, the Beauceron, and the Vallhund were shown on Monday. The Tibetan Mastiff will be shown tonight as part of the Working Group.

MG Rover sold to Nanjing Auto

Administrators PriceWaterHouseCoopers (PWC) have announced that the British car company MG Rover and its engine manufacturer Powertrain Ltd has been sold to Chinese company Nanjing Automobile for an unknown sum of money. The company beat bids from Shanghai Automotive (SAIC), despite being the smaller of the two.

MG Rover collapsed this Spring, after struggling to make a profit for several years.

SAIC had tried to buy only the engine plant and then transfer it to China, but in June Nanjing Automobile approached PWC with a combined bid for both the car manufacturing company and Powertrain. This Monday SAIC bid for both but the offer was inferior to Nanjing’s.

Nanjing has indicated that it too will move the engine production plant to China, along with some car manufacturing. However it also intends to continue building cars in Britain, and establish an engineering research and design centre there in an effort to expand its sales globally. Nanjing intends to start hiring at once.

Computer-controlled prosthetic ankle patent awarded to Oklahoma City company

Martin Bionics, a company based out of Oklahoma City, Oklahoma, was awarded the patent to a computer-controlled ankle. The Oklahoma Center for the Advancement for Science and Technology funded $573,000 towards the development of the device.

The computer-controlled ankle functions similar to how the brain controls a real human ankle. Although prosthetic ankles allowed for some basic performance, the technologies remained limited in where and how they may be used.

Vice president of research and development, Jay Martin, said “This design grants a greater sense of security and confidence to the amputee. Functioning at a higher level, walking with a smoother step and dressing without limits will provide the patient with greater self confidence.”

Martin Bionics plans to have the ankle commercially available within the next two years.

British Airways flight makes emergency landing in Iceland, terrorism ruled out

A British Airways (BA) flight from London to Denver made an emergency landing at an airport in Iceland today after smoke was seen emerging from an oven in the aircraft’s rear kitchen.

A BA spokesman said that the Boeing 777 landed safely at Keflavik Airport. He added that the plane’s 268 passengers left the craft unharmed.

A spokeswoman from the Iceland Civil Aviation Administration ruled out any terrorist involvement. She added: “They were 50 miles from Keflavik when it was thought there was a fire. But it turned out to be only smoke.”

The flight should complete its journey to the US tomorrow. Passengers are spending the night in a hotel.

China overtakes Germany as world’s biggest exporter

Chinese officials have said that their country’s exports surged last December to edge out Germany as the world’s biggest exporter.

The official Xinhua news agency reported today that figures from the General Administration for Customs showed that exports jumped 17.7% in December from a year earlier. Over the whole of 2009 total Chinese exports reached US$1.2 trillion, above Germany’s forecast $1.17 trillion.

Huang Guohua, a statistics official with the customs administration, said the December exports rebound was an important turning point for China’s export sector. He commented that the jump was an indication that exporters have emerged from their downslide.

“We can say that China’s export enterprises have completely emerged from their all-time low in exports,” he said.

However, although China overtook Germany in exports, China’s total foreign trade — both exports and imports — fell 13.9% last year.

2020 Melbourne Lord Mayor candidate Wayne Tseng answered some questions about his campaign for the upcoming election from Wikinews. The Lord Mayor election in the Australian city is scheduled to take place this week.

Tseng runs a firm called eTranslate, which helps software developers to make the software available to the users. In the candidate’s questionnaire, Tseng said eTranslate had led to him working with all three tiers of the government. He previously belonged to the Australian Liberal Party, but has left since then, to run for mayorship as an independent candidate.

Tseng is of Chinese descent, having moved to Australia with his parents from Vietnam. Graduated in Brisbane, Tseng received his PhD in Melbourne and has been living in the city, he told Wikinews. Tseng also formed Chinese Precinct Chamber of Commerce, an organisation responsible for many “community bond building initiatives”, the Lord Mayor candidate told Wikinews.

Tseng discussed his plans for leading Melbourne, recovering from COVID-19, and “Democracy 2.0” to ensure concerns of minorities in the city were also heard. Tseng also focused on the importance of the multi-culture aspect and talked about making Melbourne the capital of the aboriginals. Tseng also explained why he thinks Melbourne is poised to be a world city by 2030.

Tseng’s deputy Lord Mayor candidate Gricol Yang is a Commercial Banker and works for ANZ Banking Group.

Currently, Sally Capp is the Lord Mayor of Melbourne, the Victorian capital. Capp was elected as an interim Lord Mayor in mid-2018 after the former Lord Mayor Robert Doyle resigned from his position after sexual assault allegations. Doyle served as the Lord Mayor of Melbourne for almost a decade since 2008.
